Prayers

Prayers will be said by the Mayor’s Chaplain, the Reverend Canon Charles Stewart.

At this point, presentations will be made to the Mayoress and the lady members of the Civic Party.

The Mayor’s Chaplain, the Reverend Canon Charles Stewart opened the proceedings with prayers.

Members are reminded that any disclosable pecuniary interests must be declared including any issues which may arise through pre-determination or bias.

    To elect the Mayor of the Ancient Borough of Christchurch for the duration of the 2018/19 Municipal Year (Order of Procedure as set out in Appendix A)

    The Mayor will take the Chair.

    Minutes:

    It was proposed by Councillor Mrs Trish Jamieson, seconded by Councillor David Jones, and unanimously –

    RESOLVED that Councillor Mrs Lesley Dedman be elected Mayor of the Ancient Borough of Christchurch for the period until the next Annual Meeting of the Council.

    The new Mayor (Councillor Mrs Lesley Dedman) made the Statutory Declaration of Acceptance of Office.

    The Mayor then delivered the Mayor’s Speech during which she:-

    ·         thanked her proposer and seconder

    ·         thanked the Council for her election

    ·         referred to the Book of Remembrance

    ·         thanked those who had agreed to act as her consort

    ·         announced her charity intentions.

    Voting: Unanimous

Mayor and Mayoress 2017/18 - Vote of Thanks pdf icon PDF 43 KB

    To propose a vote of thanks to Councillor Nicholas Geary and Mrs Gillian Geary for their services as Mayor and Mayoress during the past year (Order of Procedure as set out in Appendix B).

    Minutes:

    It was proposed by Councillor David Flagg, seconded by Councillor Mrs Sally Derham Wilkes and unanimously –

    RESOLVED that the Council places on record its appreciation to Councillor Nicholas Geary and Mrs Gillian Geary for their services as Mayor and Mayoress of the Ancient Borough during the 2017/2018 Municipal Year.

    The Mayor then presented Councillor Nicholas Geary and Mrs Gillian Geary with badges commemorating their year of office (2017-2018) as Mayor and Mayoress of the Ancient Borough.

    Voting: Unanimous

    To appoint the Deputy Mayor of the Ancient Borough of Christchurch for the duration of the 2018/19 Municipal Year (Order of Procedure as set out in Appendix C).

    Minutes:

    It was proposed by Councillor Colin Jamieson, seconded by Councillor Mrs Margaret Phipps, and unanimously –

    RESOLVED that Councillor Peter Hall be appointed Deputy Mayor of the Ancient Borough of Christchurch for the 2018/19 Municipal Year.

    Voting: Unanimous

    The Deputy Mayor (Councillor Peter Hall) then made the Statutory Declaration of Acceptance of Office.

    The Mayor presented Councillor Peter Hall with the badge of office as Deputy Mayor.

Appointment of Mayor's Chaplain

    The Mayor will appoint the Mayor’s Chaplain for the 2018/19 Municipal Year.

    Minutes:

    The Mayor appointed the Reverend Canon Charles Stewart, Priest in Charge of the Priory, as her Chaplain for the 2018/2019 Municipal Year.

Appointment of the Leader of the Council for 2018/19

    To confirm the appointment of Councillor David Flagg, the Leader of the Conservative Group, as Leader of the Council.

    Note: the Constitution provides that the position of Leader of the Council is held by that Member who is leader of the majority political party on the Council.

    Minutes:

    Councillor David Flagg, the Leader of the Conservative Majority Group, was confirmed as Leader of the Council.

Appointment of the Deputy Leader of the Council for 2018/19

    To confirm the appointment of Councillor Trish Jamieson, the Deputy Leader of the Conservative Group, as Deputy Leader of the Council.

    Note: the Constitution provides that the position of Deputy Leader of the Council is held by that Member who is deputy leader of the majority political party on the Council.

    To determine the committee structure, the size and allocation of seats to political groups and to approve the arrangements made for the appointment of Members to Committees.

    The Chief Executive and Town Clerk submitted a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix ‘A’ to these Minutes in the Minute Book.

    Members were asked to determine the Committee Structure, the size and allocation of seats to political groups and to approve the arrangements made for the appointment of Members to Committees.

    RESOLVED that:-

    (a)        the number of seats on the Joint Audit Committee be allocated other than by political balance;

    (b)       the total number of seats on the ordinary committees be allocated other than by political balance; and

    (c)        the nominations of Members for the Committees for 2018/19, as set out in Appendix 1 to the report be noted.

    Voting: Unanimous

Outside Bodies and Partnerships - Representation for 2018/19 pdf icon PDF 51 KB

    To approve nominations for the Council’s representatives to Outside Bodies and Partnership Groups.

    Minutes:

    In proposing the schedule of appointments, the Leader of the Council advised Members that the representative Membership on the Bournemouth, Christchurch and Poole Shadow Executive Committee would remain the same as that currently on the Joint Committee, with himself and Councillor Mrs Jamieson being the representative Members.

    In addition Councillor Flagg advised that the representatives sitting on the Dorset Waste Partnership Joint Scrutiny Panel was required to be amended to; Councillor D C Jones and Councillor F F T Neale.

    RESOLVED that subject to the amendments set out above, the appointment of Members as the Council’s representatives on Outside Bodies be confirmed as set out in the submitted schedule, a copy of which appears as Appendix ‘B; to these Minutes in the Minute Book.

    Voting: Unanimous
