BCP Council 2019/20 Budget and Consolidated Medium Term Financial Plan (MTFP) Update

    To note the BCP Council 2019/20 Budget and Consolidated Medium Term Financial Plan (MTFP) Update, as submitted to the BCP Shadow Executive Committee on 12 February 2019 and the BCP Shadow Authority on 21 February 2019.

    A report was submitted to committee, a copy of which had been circulated to each Member as part of the BCP Shadow Authority Agenda for the 21 February 2019 and a copy of which appears as Appendix ‘A’ to these Minutes in the Minute Book.

    The Vice-Chairman of the Scrutiny and Policy Overview Committee explained that he had requested that this item be brought before the Scrutiny and Policy Overview Committee as it would affect those living within Christchurch.

    Members were reminded that the BCP budget had been presented before the Shadow Scrutiny Committee, the Shadow Executive Committee and had been agreed at the Shadow Authority Meeting held on 21 February 2019.

    Members discussed the amendment which had been proposed but fell upon being put to the vote at the recent BCP Shadow Authority meeting for day one harmonisation of Council Tax. In relation to this Members expressed concern with regards to the differing levels of Council Tax across the BCP Authority, and in particular the fact that Christchurch residents would be paying more than residents within the Boroughs of Poole and Bournemouth.

    RESOLVED that the Scrutiny and Policy Overview Committee, considering the budget as adopted by the Bournemouth, Christchurch and Poole Shadow Authority for the year 2019-20:-

    (a)            deeply resents the action of the Authority for setting a budget which will cost band D taxpayers in Christchurch £150 more than taxpayers in Poole in the first year alone for the same level of service;

    (b)            notes that the Dorset Shadow Authority have set a “Day 1” harmonisation date;

    (c)            congratulates its Leader and Deputy Leader for their resolute opposition to the principle of harmonisation over time and congratulates those Councillors who introduced the unsuccessful amendment for Day 1 Harmonisation at the BCP Shadow Authority meeting; and

    (d)            thanks all those Members and Officers who since November 2017 have done their best to ensure that Christchurch would not be penalised by Local Government Reorganisation and regrets that their efforts have been, through no fault of their own, unsuccessful.
