Declarations of Interests

2.

Adoption of Procedure Rules

    It is RECOMMENDED that although the Shadow Council is not a meeting of the principal council, it will so far as possible follow the meeting procedure rules applying to Christchurch Borough Council.

    Minutes:

    Members were asked to adopt the procedure rules applying to Christchurch Borough Council for the purposes of the Shadow Council so far as practically possible.

    RESOLVED that although the Shadow Council is not a meeting of the principal council, it will so far as possible follow the meeting procedure rules applying to Christchurch Borough Council.

    Voting: Unanimous

Establishing the New Neighbourhood Council pdf icon PDF 58 KB

    To advise Members of the progress made with the establishment of Highcliffe and Walkford Neighbourhood Council and request the nomination of members to serve on the Parish Clerk Appointments Panel

    Minutes:

    The Partnership Legal and Democratic Services Manager submitted a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix ‘A’ to these Minutes in the Minute Book.

    Members were advised of the progress made with the establishment of Highcliffe and Walkford Neighbourhood Council, and further to this were requested to nominate members to serve on the Parish Clerk Appointments Panel.

    The Partnership Legal and Democratic Services Manager advised the Shadow Council that the standing orders and financial regulations would be drawn up using the model standing orders and regulations produced by the DAPTC and NALC.

    In addition the Shadow Council were advised that in respect of the recruitment of the clerk the salary assessment was in line with the anticipated budget.

    Members highlighted the local interest in the parish council and questioned whether it would be possible for members of the residents association to sit on the Shadow Council?

    In relation to this the officer advised that the composition of the Shadow Council had been laid in the order and that it was unfortunately not possible to add to the membership of the Shadow Council at this stage.

    Further to this a Member asked if it would be possible for a member of the residents association to sit on the Appointments Panel.

    In relation to this the officer advised that whereas Members were trained on GDPR and the code of conduct there would not be sufficient time in order to carry out training for anyone outside of the council prior to the interview process and it would therefore not be possible for anyone other than the members appointed to the panel to take part.

    A Member sought clarification as to who owned and was responsible for Highcliffe common.

    In relation to this Members were advised that a response would be circulated in writing.

    Thanks were expressed to the Partnership Legal and Democratic Services Manager for all his hard work in the preparations for establishing the Neighbourhood Council.

    Panel – Cllr Lofts, Cllr Geary, Cllr Dedman, Cllr Jamieson

    RESOLVED that:-

    (a)         the progress report be noted;

    (b)        the Legal and Democratic Services Manager be authorised to take all actions considered necessary for the Neighbourhood Council to be functionally operational on 1 April 2019;

    (c)        the following Members be appointed to serve on the Appointments Panel; Cllr Mrs L Dedman, Cllr N C Geary, Cllr J Lofts and Cllr Mrs P Jamieson.
